Guam Needed Action—Not Another Missed Opportunity

Former senator Mary Camacho Torres issues the following statement following House passage of the Fiscal Year 2027 State Department appropriations bill:

Guam families do not need another promise. They need a permanent passport office.

For years, our Delegate has acknowledged how important this service is, particularly for families facing off-island medical emergencies. Yet when Congress considered the very bill funding the State Department, he did not offer an amendment to establish or fund a permanent passport office on Guam.

Questions at hearings and letters to federal officials may draw attention to the issue, but they do not create an office, appropriate funding, or change the law.

This was an opportunity to explain Guam’s unique needs, build bipartisan support, and pursue a permanent solution through legislation. That opportunity passed without meaningful legislative action.

Guam deserves more than conversations and campaign promises. We deserve results—and representation that is honest, persistent, and accountable.

As your Delegate, I will measure success not by meetings held or letters sent, but by whether Guam families receive the services they need. I will introduce legislation, offer amendments, build bipartisan support, and keep fighting until the job is done. Instagram
