Mary Camacho Torres

Mary Camacho Torres is a former legislator and community leader who knows that decisions made far from Guam have driven up costs, strained families, and made it harder for the next generation to stay and build a future here. She is running for Congress to give Guam a stronger voice — one focused on affordability, safety, and opportunity for our children.

The proud daughter of Carlos and Lourdes Camacho, Mary was raised in a home where public service was about responsibility to others and results people could feel in their everyday lives. That belief has guided her work ever since. 

A former Guam senator, Mary served four terms in the Guam Legislature, where she built a reputation as a practical, results-focused leader who worked across party lines to get things done. During her time in office, she authored nearly 40 laws that delivered real impact for families: cutting taxes for small businesses, expanding paid parental leave, opening more homes for foster children, and strengthening protections for survivors of violence. Her approach was simple and consistent — policy should make life more affordable, safer, and more secure for the people it serves.

Before serving in the Legislature, Mary led some of Guam’s most critical public agencies, including the Port Authority of Guam, the Guam International Airport Authority, and the Guam Visitors Bureau. In those roles, she worked on the systems that keep the island moving — shipping, air travel, and tourism — and saw how federal decisions affect costs, jobs, and opportunity here at home. She understands how often those decisions are made without Guam at the table early, and how real the consequences can be for local businesses and working families.

In Congress, Mary will work to give Guam a stronger voice by showing up early, communicating clearly, and fighting for policies that reflect the realities of life on the island. Her focus will remain where it has always been — on families, on opportunity, and on building a future for Guam’s children that is better than the one we inherited.

Mary is a wife, mother, and nåna. Like so many families on Guam, she wants the next generation to be able to afford to stay, feel safe in their communities, and build a future here.

Authored and advanced nearly 40 bills by working across party lines, including while serving in the minortiy.

Tax Relief for Small Businesses

Wrote Public Law 36-81, lowering taxes for about 90% of Guam's small businesses.

Fair Pay and Second Chances

Helped secure the first nurse pay raise in nearly a decade and supported fair chance hiring for returning citizens.

Support for Working Families

Expanded paid parental leave and backed policies that help parents stay in the workforce.

Stronger Safety Protections

Strengthened laws protecting children and survivors of violence, including clearer consent standards and tougher safeguards.

Why I'm Running

Life on Guam has become harder to afford. 

Housing costs keep climbing. Grocery bills stretch family budgets. Small businesses are struggling to stay afloat. And parents worry about whether their children will be able to stay and build a life on the island they love.

Mary Camacho Torres has the experience Guam needs to turn these challenges into results. As a Guam senator, she worked across party lines to pass nearly 40 laws that made a real difference in people’s lives. Those efforts cut taxes for small businesses, expanded paid parental leave, opened more homes for foster children, and strengthened protections for survivors of violence.
